PMKVY Under CAG Scanner

Jab Claims Bade Hue aur System Fail Ho Gaya

Introduction

Pradhan Mantri Kaushal Vikas Yojana (PMKVY) ka aim tha India ke youth ko skill training dekar employable banana. Government ne ise ek flagship scheme ke roop me project kiya.

Lekin Comptroller and Auditor General (CAG) of India ki audit report ne is yojana ki implementation par serious questions khade kar diye.

Audit se ye clear hua ki scheme ka intention sahi tha, lekin execution aur monitoring me bahut badi chook ho gayi.

Government Claims vs Reality

Government records ke hisaab se:

95 lakh logon ko training di gayi

Lekin CAG audit ne jab data check kiya, to sach kuch aur hi nikla:

Sirf lagbhag 5 lakh candidates ka hi proper, verifiable data available tha

Baaki 90 lakh candidates ka data ya to missing tha, ya incomplete, ya verify hi nahi ho sakta

Yani training ka claim bahut bada, par proof bahut chhota.

Sabse Bada Jhol: Verification ka Impossible Case

Ek Officer – Paanch States – Ek Hi Din

Audit me sabse shocking observation ye thi ki:

Ek hi inspection officer ke naam se

India ke 5 alag-alag states

Ek hi din me

Training centres aur candidates “verified” dikhaye gaye

Ye cheez physically aur administratively impossible hai.

Iska seedha matlab:

Ground par koi inspection hui hi nahi
Verification sirf portal ya paper par ki gayi

“OK” aur “Verified” ka button bas click kar diya gaya

Kaun-Kaun Se States Me Issue Samne Aaye

CAG audit ke according, aise patterns multiple states me dekhe gaye, jaise:

Uttar Pradesh

Bihar

Maharashtra

Rajasthan

Aur kuch aur states jahan same tarah ki discrepancies mili

Problems me include tha:

Same photo multiple trainees ke naam par
Band ya non-functional centres ko active dikhana

Attendance aur certification me data mismatch

Sirf Officer Ki Galti Nahi, System Fail Hua

CAG ne clearly indicate kiya ki ye case sirf ek officer ya inspector ki galti nahi ho sakta.

Yeh ek systemic failure tha, jahan:

Monitoring weak thi

Training partners par blind trust tha

Geo-tagging aur biometric verification nahi tha

Independent third-party inspection ka lack tha

Jab payment aur success “numbers” se linked ho jaaye, to quality automatically side me chali jaati hai.

Youth Ko Kya Nuksaan Hua?

Is poore process ka sabse bada loss hua:

Un youth ka jo real skill seekhna chahte the
Jinko certificate mil gaya, par actual training nahi

Jinko job ya incentive ka promise tha, par ground reality zero rahi

Dashboard green tha, par zindagi change nahi hui.

Government Ka Response Kya Raha?

Audit ke baad Ministry of Skill Development and Entrepreneurship ne kaha ki:

Audit observations ko seriously liya gaya

Monitoring system ko improve kiya jaayega

Future me biometric attendance, geo-tagged inspections aur better validation lagu honge

Par CAG report ye bhi batati hai ki audit period ke dauraan ye systems effective nahi the, jiske chalte itna bada data gap create hua.

Officers aur Verification ka Sach

Audit me kahin ye nahi dikhaya gaya ki koi officer ne accept kiya ho ki usne sach me ek din me 5 states visit kiye.

Isse ye clear hota hai ki:

Ya to inspections upload hi nahi hui

Ya officer ke credentials ka misuse hua

Ya verification process sirf formality ban kar reh gaya

CAG Audit Se Milne Wale Bade Lessons

Sirf bade numbers success prove nahi karte

Data tabhi valuable hota hai jab wo verifiable ho

Technology bina accountability ke misuse ho sakti hai

Flagship schemes ko independent audit aur strict monitoring chahiye

Conclusion

PMKVY ka case ek wake-up call hai.

Jab:

95 lakh training ka claim ho

Sirf 5 lakh ka data mile

Aur usme bhi ek officer se ek din me paanch states ka verification dikhaya jaaye

to ye clear ho jaata hai ki problem scheme ke idea me nahi, system ke execution me hai.

Agar India ko sach me skilled workforce chahiye, to focus hona chahiye:

Paper reports nahi, real skills par
Dashboard numbers nahi, ground impact par

Claims nahi, credibility par
